License Scheduler design behavior for demand

I'd like to suggest something about LS.

Here is a brief description of the parameter LSF_LIC_SCHD_RSV_FOR_PEND_JOB.

If LSF_LIC_SCHD_RSV_FOR_PEND_JOB=Y, no matter pending reason, demand increase when the job request license resource.

By default, we want to enable this parameter, because the job with "rusage[XXX || YYY]" are the most.

One of the unfortunate truths of this parameter is that unconditional counting up demand.

For example, we are concerned about some pending reason, like hardware resource and limit configuration.

What we want is as following.
If hardware resource is not satisfied or User has reached some limit configuration, it does not increase demand even if the job request license resource.

    In LSF10.1, when LSF_LIC_SCHD_RSV_FOR_PEND_JOB=N and a job is pending on lack of resources, if one of lack resources is a license resource, LS will calculate demand for it. This behavior could cover the customer requirement in this RFE.

    Add comments about RFE 97187.
    The key point of RFE 97187 is as following.

    I'd like to count demand for second resource in rusage.
    "rusage[elim resource=n || LS resource=n]"

    For LSF_LIC_SCHD_RSV_FOR_PEND_JOB=Y,
    it does not meet our requirement.
