Add option to JOB_GROUP_CLEAN

I have a suggestion, which I hope that the you will consider.

Here is a description of JOB_GROUP_CLEAN.

Job groups can only be deleted automatically if they have no limits specified (directly or in descendent job groups), have no explicitly created children job groups, and haven't been attached to an SLA.

There are quite a number of job groups that are not deleted due to children job groups.

How do you like this one?
Even if there are children job groups, the lowest group are automatically deleted when it's empty.

It would be nice to be able to organize hierarchical directories in this way too.
