Allow all bjobs output to respect the LSB_DISPLAY_YEAR option for all output types

The parameter "LSB_DISPLAY_YEAR"toggles on and off inclusion of the year in the string displayed by the commands bjobs -l, bacct -l, and bhst -i | -b | -t.

However the bjobs -o uses totally different logic in order to get time format is fixed C_TIME_FORMAT_b_d_H_M no matter the format defined in lsf.conf.

This inconsistent use causes confusion and the lack of ability to output the year in with the -o or -json option prevents capturing easily parsed output for programmatic consumption

    This was fixed as a bug prior to this RFE being submitted. The fix is included in 10.1.0.3
