Create instances with EBS-Optimized enabled

For now, the LSF resource connector for AWS can only create instances without EBS-Optimized enabled.
But we want to create the instances with EBS-Optimized enabled in order to archive better performance in cloud storage.

    This enhancement is included in IBM Spectrum LSF 10.1 Fix Pack 4. You can download it from Fix Central.
