GPU Allocation Strategy Through IBM Spectrum LSF on ppc64le Platform

The GPU allocation strategy should try to perform optimal allocation of the GPU resources to a user's job.

In particular, this GPU allocation strategy should try to assign GPUs corresponding to the socket on which processes have been pinned, in order to avoid inter-socket data exchanges.

However, the GPU allocation strategy does not seem to work as expected in the following environment:

- ppc64le OpenPOWER Platform

- Use of 'p8aff' esub for managing processor affinity
