Custom LSF plugin call back required for bmod

For a customised LSF scheduler plugin library, a pending LSF job, when modified through bmod, doesn't show the same through any specific function
calls inside the plugin. Only calls which come up are
registered NewJob() calls. However, these appear
while changing the LSF resources from inside the plugin as well with extsched_modifyJob() call.
So, absence of a distinguishable function call inhibits the plugin developer from taking up
any action related to the newly changed job characteristics.

This is problematic & leaves the end user with little
option for changing dynamically the job traits of
a pending job using bmod to get it reflected correctly from inside the plugin.

Requesting hereby to provide a function callback to
capture occurences of bmod. The call back
should ideally show the job id, job index of the job
as input argument.

We have considered this request and it is not something we are able to deliver in the future. If there is broad interest for this, it can be resubmitted in 18 months.

Request to add the need for a separate call back function or alternative notification for brequeue as well.
When brequeue is done for a running/suspended job it comes up with a registered NotifyAlloc() followed by a registerd FreeJob() call
in a custom LSF scheduler plugin. However, the same come when a job finishes.

It's necessary to distinguish between these 2 as some pre-processing may have been done with esub calls for the job which
would get reset assuming the job finished even if it was only re-queued! This may lead to subsequent trials for the re-queued job
    unsuccessful!

Hence, the need for a separate notification for brequeue.
