Add the ability to reuse released slots inside guaranteed resource pool (packages)

Hello,

Some of our users are launching multicpus.
We are automatically linking jobs asking for a huge number to some specific classes. Pools are configured to deserve these classes.

The aim is the jobs reserving for a high number of slots could strart rapidly.

Unfortunately, sometimes, tools are not correctly setup and we have to release because jobs are not consuming as many cpus as they asked.

When a badmin release command is launched, released slots are still considered in the same guaranteed resource package.

As a consequent, after few time, many slots are wasted.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The offering team has carefully reviewed this idea and has decided that it does not fit into our current plans, so the request for enhancement record will be closed. The request will be kept in IBM's ideas repository and might be reassessed or reopened for additional feedback or voting in the future.
