Dynamically add applications to symrest.json of service SYMREST by Consumer or Cluster Admins

CBB cluster users want manage workflow via EGO service SYMREST, however cluster admin has to manually add the application into the SYMREST config file symrest.json and bounce the service. This increases a lot of cluster admin support work. If the application can be added into symrest.json as an option when client (consumer admin) does application deployment, this feature would be much easier and make sense, as just like client can fully control their own applications..
