To reuse the original started SI if it's serving for the next task from other session, using the same servic type

When using proportional scheduling policy, we are seeing frequent resuffuling of slots amont sessions with the same service type, and SIs are being restarted frequently.

    The behavior they are describing refers to preemptive sessions. For preemptive sessions, this is designed behavior and there is not really anything we can do to address this. The way to stop the task while preserving the process is to abruptly stop the thread while it is in the middle of processing. However, it is not safe to terminate a running thread within a process - the results are undefined. This is why we terminate the whole process (SI).
