[Resource Management Policy] fair rebalancing among consumers with equal priority when losing cores later

In our production cluster, at the very beginning, we configured all the resource quota when all the hosts/slots are available, so every app can get its own quota to run workload smoothly. As the time goes on, it's very normal that some hosts could be down. When the extreme situation happened like today, one consumer may not be able to get any slot due to the shortage. It's not possible for us to monitor the cluster for every second to avoid this extreme case.
