[SDK and API] - Client connection HA - Add re-try logic for symphony initial connection failures

Platform symphony have environmental variables on client side to retry established connections to SSM should problems happen. However there is no re-try logic if there is problem connecting to symphony for initial connections. This is painful when Vemkd or SD is failing over and user will notice connection failure. If there is built-in re-try logic, VEMKD/SD failover will become transparent to user.

    .Symphony 7.3 release had confirmed the client connection including initial connection has the retry mechanism implemented when connection failure happens with middle ware.
