Manually block host for consumer

Sometimes we have an issue with an application running on a particular host. Although the application profile has a timeout configured and will block the host on timeout, that timeout duration often needs to be 20-30 minutes.

The users often monitor the progress of their tasks and can usually tell if the application is not working properly on that host. They would like to be able to block that host, but have to wait for the timeout defined in the application profile.

In the PMC we would like a "Block" button and a checkbox on each line of the Resources grid in the Symphony Applications view that lets the user manually block the host for that consumer. This would be similar to the Unblock function in the Blocked Hosts view. A command line command to perform the same action would also be useful.
