[Workload Monitoring and Management] SOAM - Symphony app session/tasks resource usage information on compute nodes from OS processes

We have scripts notifying users regarding their processes using too much swap or memory. Users' feedback is that if they can know which session or task triggering the processes, they can stop it from the GUI. But we need to tell them.

    .There are two ways to achieve the goal using existing Symphony functions:
    1. Using the pub/sub function where SI can notify registered Client of task execution status/progress, as well as task resource consumption (and it is the service application 's responsibility to collect and report the matrix to client
    2. Using Symphony service resource restriction feature to limit the maximum CPU and Memory a service may consume.
