[Not valid in roadmap release]allow upgrade of 5.1 .net sym services to 7.1

permit a .net symphony service to be compiled against the 7.1 SDK, and to run on 5.1.
Alternatively, permit servcies compiled against the 5.1 SDK to run on both 5.1 and 7.1 clusters without alteration to the software package.

    This is to close the outdated RFE. Please contact IBM support if there are any issues of migrating application from Symphony 7.1 to newer version (7.3).
