Hi Nancy

As discussed over the phone, the proposed solution is as follows:

"The solution is to add an expired time for a task that need to be retried. Once the time has expired, the task can be retry on the same host."

Here are the following assumption with this RFE proposal:
1. The tasks that need to be retried will contribute to the resource request of a session, just like pending tasks.
2. A SIM that cannot get a task from the session(since all the left-over tasks had failed on it and the timer has not expired yet), will be unassigned from the session. That SIM may be re-assigned to the same session again with no special handling

With these assumptions, the tasks in a session has a better chance to get a SIM to run. The only concern is that during the time period where it cannot accept the failed task, the SIM will bind/unbind to the session repeatedly making the SIM unavailable.

Please take the description above and help create the RFE. Once you send me the RFE number, we will notify the team of the RFE and the priority for it.
