Fix perf DB recover function

In our environment, we have about 30 applications in one cluster, we setup 30seconds sample rate for symsessionattributes loader. What we observed, is that when the perf loarder goes into recover mode (e.g. caused by DB server down, and whenever DB server is back, perf loader will go into recover mode), the backlog recover is super slow, and is even slower than new data sampling, thus the backlog just keep increasing and the recover will never finish.

This appear to be a basic function broken, however IBM support suggested to raise RFE.

This needs to be address asap.

    PERF recovery has been improved in roadmap release. Please contact IBM Support if there are still issues with Symphony 7.2 or newer versions.
