[HostFactory][CE] - GUI interface for requesting provisioning

1. The possibility to use Symphony WEBGUI to, manually, request new compute nodes from the cloud (manual override so Socgen could let its support team decide to add compute power when needed)
2. Being able to instrument cloud provider API calls on Symphony so SocGen could use this feature to add compute nodes from a private cloud already existing
3. Open Host factory to Microsoft Azure cloud provider

    In v7.2.0.2 we have updates to address items 2 (Rest API) and 3 (provisioning on Azure). Number 1 for administrative UI for manual invoking for additional nodes (or decommissioning nodes) is targeted for a future release beyond v7.2.0.2.
