HF requestor goes with session Type

Currently "startup_cores_if_no_history" go with application. We request it can go with session. In fact, if requestors can set based on session type, that will be great.

    .Thank you for sharing the requirement. Thinking through the use case, even with resource bursting triggered at session type level, the resources will be shared at application level.
    There has been many new features added to Host Factory to control how resource should be requested and returned (and staged). Please verify whether this requirement is still needed.

    Current design is to trigger bursting on application level not on session type.
