SMC: "resubmitOnZeroResourcesTImeoutMinutes" to be applicable at cluster level

Objective:
Given 3 clusters (2 primary cluster and 1 reserve cluster) and for a given application, we want to be able to do session level redirection such that:

1) Both Primary clusters are not scalable but Reserve cluster is
2) The first ranked primary cluster gets all submitted sessions until zero-resource condition is met
3) New sessions then go to the next ranked primary cluster until zero-resource condition is met or we hit the timeout specified in the resubmitonZeroResourcesTimeoutMinutes, then pending tasks are then closed and moved onto the first ranked cluster or the reserve cluster.

Given that we don't want the session/tasks running on the first ranked cluster to be resubmitted and we want this to happen on the second ranked cluster, is it possible to limit the resubmitonZeroResourcesTimeoutMinutes to only apply if session is running on specific cluster(s)?
