[RFE][CS] - PMC becomes very slow during heavy workload

PMC becomes very slow when there is heavy workload running on a large Grid. Issue is seen on Resource Group, Resource plan, Consumer and Consumer Properties pages, however performance of Consumer Properties page is particularly bad. It takes more than 1 minute to load the page. Ideally performance shouldn't be impacted by workload when viewing static data like Consumer Properties. We don't see high CPU or memory utilization by VEMKD or WEBGUI during the issue. Slowness is seen in multiple browsers and with users from same location as the Grid Master. Latency, Client PC performance or browser is not a factor. Attaching a screenshot of IE inspect element for Consumer Properties page where several functions are seen taking very long time. Getting consumer details via command line is fast.
