Symphony Spot Instance partial fulfillment

There is a cost concern for spot instance partial fulfillment . Say we request spot fleet with 500 hosts. It is only fulfilled 200 hosts, then we cancel the request. We still got charged for those 200 hosts even it is just a few minutes. Amazon team suggests 2 options:

In your case I recommended to use EC2 Fleet with type 'instant', or with 'MinTargetCapacity' in order to avoid fulfilling a partial request that does not have sufficient capacity:
https://docs.aws.amazon.com/cli/latest/reference/ec2/create-fleet.html

Another option would be to make an On-Demand capacity reservation before the Spot Fleet request. If the On-Demand capacity reservation is fulfilled, you can immediately terminate the capacity reservation and then make the Spot Fleet request. While not guaranteed, if the On-Demand capacity request is fulfilled, there is likely enough spare capacity for the Spot Fleet request to succeed:

.With all the updates available in Symphony 7.3.1 release, this one is to be evaluated for future roadmap release whether it is still needed.
