API or CLI for MDS management

Add support in REST API or CLI for configuration of all aspects of MDS Plans. This includes
• Get MDPlan.xml
• Add, remove plan (distribution tree)
• Add, remove consumer
• Add, remove resource group
• Change resource group preference
• Update OverCommitRatio
• Update PolicyParameters
• Add,update,delete SlotMapping
• Update sharing policy priority, reclaim config, share ratio
• Add, remove, update ownership policy resource groups
• Add,update,remove dimension limits in sharing policy

    .Symphony has CLI to import full MDS resource plan xml to cluster and take affect immediately: KC link: https://www.ibm.com/support/knowledgecenter/SSZUMP_7.3.1/reference_sym/egosh_resplan.html
    . What's missing is the export CLI functionality. Please let us know if this is required immediately for production cluster. Otherwise we target to add the functionality in future roadmap release.
