SSM Instrumentation

As a debug mode, have a instrumentation mode that can be easily enable on configuration side. Instead of a new binaries that need to be deploy and rollback.

    Talked with Jeremy over the phone about the request. The request is also triggered by another ticket TS002628359.

    SSM throws unexpected exception from time to time and restarts itself. Symphony code fails to capture the detailed exception message and line of code where the exception happens. Since the function contains many sub functions where such exception could be thrown, repeated instrumentation has to be prepared to capture the exact location of the exception.

    It would be great to have such a button on WEBGUI for customers to enable/disable debug data collection. It involves many manual steps to collect the data for investigation. And it could be easily forgotten by grid admin and missed the important data collection step.
