SOAM_DISCONNECTION_TIMEOUT not working on SMC scenario

Regarding the issue of TestSleepJob hang when SMC is enabled, after long discussion with Yudong Wang in IBM, Yudong and dev team finally suggest to raise a RFE for the fix

The conclusion on IBM is :

The SOAM_DISCONNECTION_TIMEOUT was originally designed for regular (non SMC) cases, it is not in the scope of SMC. Therefore IBM doesn’t treat it as a defeat, a RFE will be recommended instead. The case number is TS010221576.

Although this is not urgent(available at the year end is fine), it is critical to Credit Suisse business as we're moving on the way to SMC environment. Thanks.
