Symphony / Conductor - reporting access granularity

A user who wishes to access the reporting capabilities of Symphony and Conductor must be given a role that allows access to Reports and PERF. Once that’s done, the user can view metrics reports from the whole cluster which is something only Admins should be able to do. The request for enhancement here is to allow ordinary users to have access to the Reports (Custom reports, Explorer reports) in such a way that they don’t gain access to viewing metrics from the whole cluster but rather metrics related to the level of access they have in the system.

For instance, a user might be interested in learning how much their jobs consumed from a resource perspective (memory, cpu) over its execution. The reports would filter everything out and only provide data for that user’s jobs, or jobs associated with a consumer (if the user has enough permission to see others’ jobs through its role in the consumer).
