CVA on AWS: Hostfactory: Redirect workload of an application to a specific resource group by its resource tag

This request was raised by our client during a CVA on AWS implementation discussion. The 1st case:

1. At minimum, they want to have 2 resource groups created

2. The 1st resource group, is a resource group which contains servers with a fixed capacity (80,000 slots from Monday to Friday)

3. The 2nd resource group is a resource group contains the servers which are dynamically allocated based on the workload from other applications.

4. An example (in symAreq_config.json)

5. We need to create a resource group ResGroupA which contains the servers with resource tag "ResGroupA", and

6. We need to create another resource group ResGroupB which contains the servers with resource tag "ResGroupB"

7. So the idea is to have a flexibility of having dedicated resource group to serve applications under different consumers.
