Notification for Jobs in Activating or Deactivating After an Amount of Time

Control Hub Subscriptions events that would be the closest to monitoring this would be a Job Status Change.  The job statuses Activating and Deactivating themselves are necessary and we would not want a notification every time a job went to these statuses.  If a job gets stuck here after a certain amount of time, there is an issue that has to be manually addressed and unless these are sought out, there would be no way to be aware of this.

Would like for a new event to be created for Subscriptions that would be a timeout for a certain job status.  This would be a failsafe for already built-in timeouts that would be for jobs that are ran with a Scheduled Task or an Orchestration Pipeline and would go unnoticed for a long period of time.
