Ability to Enable and Change Logging Levels and Log Destinations/Formats for Pipelines and Stages

It's possible now to add log4j appenders to a Data Collector's sdc.properties file to set or change logging levels, writing to the sdc.log file, but the file is verbose and difficult to interpret.

It would be great to be able to do this within the UI, both at the Engine level, and at the Pipeline and Pipeline Stage level, as well as adding the ability to write the customized output to its own file and format (text vs JSON, for example, for a stage selected in a given pipeline). Including the ability to write variable values to logs within the same configuration would also be very helpful to developers, as mentioned in this IBM Idea.
