Projects - Add support for limits at any object level (jobs, pipelines, etc)

CBRE are interested in the Projects feature, but since they're a very large enterprise with many different business units, they would like to be able to control limits for any object type at the project or workspace level; for example, to be able to control how many jobs a given user is allowed to start based on which project they are assigned to.

    Hi Paul, thank you for creating this idea. As you may know, we have gotten many requests to enhance Projects - for this now idea is lower in priority as there has not been high demand for project limits like these.

    The customer could easily implement this sort of monitoring/telemetry using our Python SDK today - we would be happy to setup a call to review if that is something they may be interested in
