Make API Credentials more feature rich (e.g. shareable/assignable to other users)

CBRE is an advanced StreamSets user and relies heavily on the use of both service accounts with limited access and in limited environments and the Python SDK and hence API Credentials. The product currently doesn't allow sharing of an API Credential with other users or groups (the key is meant to be used only by the user who created it). They need the ability to generate a key and then assign it or share it with others, such that the key can be generated by an admin and then used by a more limited account - because they don't want the more limited user to be able to log in and do other things that the role which would allow them to generate an API Credential would allow them to do.

CBRE has pointed out that other major cloud providers, such as Snowflake and AWS, support this, and StreamSets should as well.

    Hi Paul, thank you for creating this ticket. We do have a Service Accounts feature that allows Organization Administrators to create credentials on behalf of other users within the organization. I have attached the documentation below - please take a look and let us know if this might meet the customer's needs
