Display Scheduled Tasks which have failed to execute for a defined number of past scheduled runs

This request is to make scheduled tasks which do not run on their scheduled time for a defined number of tries visible in the UI or through an API call.

For example, given a scheduled task runs once a minute, allow the user to specify that if it does not execute for the last 3 runs, then provide that information to the user to allow them to take appropriate action.

This request is three parts:

  1. Allow users to see which Scheduled Tasks did not attempt to run (such as the Quartz tables being in an inconsistent state)

  2. Allow users to see which Scheduled Tasks did not run successfully during their last run (such as a job failing to start because it is already ACTIVE)

  3. Add a button/feature which allows users to effectively "reset" a Scheduled Task to allow it to continue running. Users currently "fix" a Scheduled Task when this occurs by Pause/Resume or modifying the Scheduled Task itself (such as adding an end time if it didn't already exist)
