StreamSets Platform: SDK: Support for time-based SLAs on long-running jobs

Historically, StreamSets Control Hub and Data Collector had rules and alerts that could notify if pipelines/jobs hit a certain record count and other related metrics. These are only somewhat useful, such as for jobs which typically have a certain threshold but occasionally when there are larger batch jobs that exceed the threshold, the alert becomes noisy and not as useful.

More recently customers are being held to time-based SLAs where downstream consumers need the data by a certain time or within a certain amount of time. It would be helpful to add support for monitoring the runtime of jobs and alert when the runtime nears or exceeds a predefined SLA. There would need to be integration support for this in the Python SDK/REST API as well.
