Add "recovering" state into spark-magic

If the Spark Driver itself crashes(Due to cluster or Job missconfiguratons) and Livy tries to restart it but failes, Livy will get leave the session in Recovering state and never remove it until the Livy Recovery Directory (Specified in /opt/ibm/dsxhi/livy2/conf/livy.conf is cleaned out and livy is restarted.

The reason SparkMagic/Jupyter hangs here, is that sparkmagic itself does not support "Recovering" as a session type

    It seems to be fixed in sparkmagic 0.12.8 and later: https://github.com/jupyter-incubator/sparkmagic/pull/539, and it shouldn't be an issue for WSL 2.1 as we are at 0.13.1 when we adding the sparkmagic to Notebook runtime: https://github.ibm.com/dap/dap-planning/issues/8716#issuecomment-15141219. WSL 1.x users can also solve it by installing new sparkmagic version.

    For current and future versions of Watson Studio, we replaced LIVY with JEG.  Can you confirm if these issues are resolved by using JEG?
