Add support for Oracle DB configured with Oracle Wallet

Connect to Oracle DB configured with Oracle Wallet. Requested during POC, still not available in the Watson Studio. The feature is required as all our Oracle DB is configure with Oracle Wallet. We need this to be supported.

• Version of your WSL == v.1.2.3.1
• Infrastructure (e.g. Bare Metal, VM on Bare Metal, or VM on Cloud Infrastructure such as AWS or SoftLayer) == Redhat OpenShift
• Number of nodes (e.g. 3 nodes + 1 deployment + DSXHI) = 22 nodes + DSXHI
• Operating System on each nodes = Red Hat Enterprise Linux Server release 7.6
• Did it used to work? => It never worked
• How many users are affected? => Almost all users when bitbucket generates a token with "/"
• Is there a known deadline? =>
• please provide a business justification => Users can't use Oracle DB without this support.

    Thank you for submitting this idea. We are considering adding support to Oracle Wallet in the future vesrions of Cloud pak for data.

    We won't be able to propose this enhancement on WSL 1.2.3.1.
