WSL should support Git global ignore pattern files

Currently WSL limits internal Git functionality to mostly the simple actions that are exposed through the web interface.  One of these missing functions, global ignore pattern file, is proving critical to the administration and maintenance of our environment.  Currently if you define a system or user global .gitignore file with a properly defined core.excludesFile configuration the git functions when using the web interface do not honor them causing files intended to be ignored to show up in the commit window.  The project level .gitignore file is honored (which is strange that the global ignore files are specifically ignored) but this is not ideal from a platform wide administration perspective as we need to control some common large files (in particular core memory dumps) from being accidentally committed by our users and causing issues with the repository later.

    The issue is already addressed in higher version of the product (2.x), and hence will not be a part of 1.x.

    This causes us performance issues with backup processes, as well as issues with the code check in and check out due to these large core dump files not being able to be ignored.
