Disallow group of users from changing the reserve memory, cpu and gpu setting

Currently all WSL user can allocate resource for their project by changing the setting of reserve memory, cpu and gpu.

To avoid some user allocate and consume too much memory/cpu/gpu which affecting the whole cluster performance, we request an enhancement to allow setting user quota for memory/cpu/gpu consumption.

    We are facing that problem also.

    It's very important to implement that.

    I suggest also to be able to give a quota for a user or a group of user.

    Exemple : 32 cpu available and 128 Gbt of memory , a user can reserve x cpu maximum.  and x memory maximum.
