Role based comments field for governance assets

Currently any user can add comments to a governance asset via the right hand side information pop-out. This is useful but could lead to a lot of noise if everyone is leaving comments.

    Hi Kevin,

    Can you share more about the pain points behind this? Our team purposefully allowed all users with view access to comment because, similar to the ratings and reviews on catalog assets, it's important that people can ask questions even if they're not involved in authoring an artifact. What would make governance artifacts different? If not different, what is the fear our customers have around opening up comments to everybody? When using tools like Box and even Aha itself, it's a best practice to let anybody with view access comment. Our philosophy is for WKC to be created with a similar user experience. Where does that philosophy err?
