thank you for your response.
In case there is no existing artifacts, the import process should create new artifact regardless of which merging option is selected. Merging options applies only to the scenario where the CSV contain artifact that already exist. Please see the relevant documentation at: https://www.ibm.com/docs/en/cloud-paks/cp-data/4.0?topic=artifacts-importing-governance#import-csv
If it doesn't work as described, please create support case. And if it works as described in the documentation, but still there are functional gaps, please comment hereunder.

the "Replace only empty values" function is not the same as "Add a new value/record" and what I experienced with it is that it imported all values from the CSV even if that value existed and thereby creating duplicates. A better import function for the governance artifacts would be very helpful.
