Make Reference Data Set content searchable in global search

While Reference Data Set names can be searched in WKC Global Search, we need to be able to search the individual codes or attributes in the data set. EX: if one of the codes in in the Country Codes Reference Data Set is AUS, searching for AUS would find the code and show that it is in the Country Codes Reference Data Set. This lets users confirm the existence of the code, find how many places the code is used, and possibly prevent adding another unnecessary Reference Data Set.
