Segregating Data Quality Project Elevated Permissions

Cloud Pak for Data 3.5 - The Analyze Data Quality permission also includes the ability to create Data Quality Projects, add and remove users from that project and their associated entitlements, including their own. As a regulated entity, the ability for any user to update their own permissions is an audit issue. Propose solution - segregate Data Quality Project Creation as its own entitlement which includes the ability to add, change, delete users and their permissions within the project. All other existing project role permissions should remain the same.

    Given Data Quality projects are going away (relevant functionality is available under analitic projects), this idea is not relevant anymore.
