Workflow for metadata enrichment

During metadata enrichment we need a workflow driven process to monitor and send notification of the steps. This is needed when there is more than one person working on the enrichment. When a term or data class is assigned or removed other editors need to be notified and be aware of the changes. The steward assigned to the artifact as-well-as project collaborators should be an option to assign approval/review/publish notifications. This is similar to the workflow for adding a business term to help ensure it is defined and organized properly where this would help ensure the artifact is being used properly and awareness of when they are being used.
