Enable enterprise WKC tags

WKC separately manages tags on assets and artifacts in the tables asset_tags and artifact_tags. There is also a tags table that contains one unique tag name for any other tags used in assets or artifacts. However, the tags are not available across assets and artifacts. When a tag is created on a business term (artifact) it can be used for tagging other artifacts but cannot be seen for tagging an asset. We are creating tags representing data retention on WKC policies and need to apply the same tags to an asset in a project or catalog. When assigning a tag in a project, the policy tags cannot be seen and we have to create a matching asset tag. We need tags to be used across WKC objects. Tag assignment should list the tags in the tags table instead of only tags in the artifact_tags or asset_tags tables.

    Michael - thank you for the idea. Is there a particular reason that business terms cannot be used to accomplish what you need? Tags are generally ungoverned so trying to maintain consistency with tags for something as important as retention policies may create other problems.
