Inhance Readme in project as guide for new collaborators

The Readme in the project overview allows to guide collaborators new to a project as widely used in Github. However users miss it easily due to its inferior location and small size in the Overview page. Then they can not directly read it in the Overview and navigate links.The ReadMe accelerates onboarding and knowledge transfer, acting as a quick-start guide for new team members and cross-functional stakeholders.In particular the Readme allows a central team to provide in-place guidance for project owners and teams to conduct their work. This is already supported as Readme is part of samples, exported project zip-files or can be created via API together with a project.For data governance (IBM Knowledge Catalog) a centrally provided ReadMe document is essential for ensuring consistency and efficiency in data stewardship projects. It serves as a single source of truth, outlining project objectives, governance standards, and best practices. By providing immediate access to key information—like data definitions, governance policies, and contact points—it reduces ramp-up time and minimizes errors, allowing data stewards across business units to focus on delivering value faster and consistently.

Moreover, the document simplifies the implementation of data governance by offering clear instructions for workflows, metadata standards, and compliance processes. This helps IBM's Enterprise Data Team maintain high-quality, governed data to support smarter decision-making and enterprise-wide consistency.The experience needs to cover:- User can discover Readme as primary information when opening a project the first time or returning to its overview. (The Readme has prime location and size on the Overview page. This must be an out-of-the-box experience. Requiring the user to first learn about a possible customisation defeats the purpose of providing guidance.)- User can read the information directly in the Overview page. (Readme occupies significant part of the Overview layout and user can scroll to read all content without having to open a separate page.)- User can navigate links directly from the Overview page. (Clicking a link navigates it rather than opening a larger screen of the Readme.)- Readme can contain links to pages or sections within the project or its assets (via documented relative links or predefined variables) to provide tailored guidance such as

1. Add team members (manage/access-control)

2. Review enrichment configuration (./manage/tool-configurations/metadata_enrichment_settings_section)

3. Review metadata (/gov/metadata-enrichments/display/<mde-uuid>?project_id=[%Project]Furthermore the experience should include- Readme can reference images contained in the project and its folders (via relative link using folder and image names) to enhance textual information fully self-contained: \ ![flow](assets/<folder>/<image.png> "Work flow")
