Cloud pak for Data Watson Studio generating IDE Spark, jupyter, rstudio creates env variables that can affect performance

Customer ran into an issue where all pods in the CPD namespace were slow.

A cron job is running in CP4D was suppose to kill idle spark IDE. But there were some pods that were not cleaned. -> https://ideas.ibm.com/ideas/WAI-I-102

With the help of Manjot from dev, this script was enhanced. But to circomvent this issue, pods were killed manually (oc delete pod and later oc delete pod and deployment)

Unfortunatly, this left a lot of left over svc, configmap, secrets...

Each pod adds to the namespace and each pod starting inherits environment variables.

Environment variables have a limit of 32000 per pod but each environment variable added slows down the pod.

We got to a point where too many variables were present pods starting were too slow and would timeout.

This is a know issue from RedHat OpenShift

This was cleaned and addressed, but if a customer was to have a lot of users starting a lot of pods,each IDE starting are adding more variables to the namespace and will affect performance.

Multiple workaround are possible

- Use enableServiceLinks: false in the deployment under pod spec to disable inheriting service environemnt variables. This will help with faster command excecution and better speed for builds.

- Create IDE in seperate namespace

- Lower quantity of variables.

We need to review our architechture to prevent running into this issue on large CP4D deployments.
