Provide a new project setting that prevents project editors from adding/modifying project files (API/UI/Runtimes)

The request is to give the ability for admins to create a project with flag in which editors are not allowed to create files in the project, all runtimes (not just notebooks) will mount the project data folder as read-only (instead of read-write). As a side effect, chmod will also not work for this specific folder but this is a side effect of read-only. Not a general change in regards to chmod permissions (they user will still have those for temp files in the runtimes).
