Support VMware MIGs for foundational model serving

The documentation states that MIG is supported for foundational model serving in watsonx. However, this refers only to a scenario where MIG is enabled within Openshift, with Openshift itself receiving passthrough GPUs. Our current infrastructure does not allow us to use GPU passthrough, as our internal infrastructure team relies on vGPU and MIG for availability and easy failover. To be able to use the product, we need the capability to support VMware MIGs / vGPUs. This is not about reducing the VRAM requirements, we will assign the max size 7-80G MIG A100 to the worker VMs, just about supporting MIG mode. The driver is different, but should support all the same APIs, with only minor adjustments necessary. Also, MIG is easily and directly supported in the HF text-generation-server, of which IBM's code is a fork. C.f. IBM Ideas --> this is different as the previously delivered feature does not actually address MIG via VMWare / vGPU.
