Support for mixed MIG strategy in a single GPU node

Clients have heterogeneous GPU infrastructure. They are using A30 (un dev environment only), A100 and H100.

They have GPU servers that have 8 x A100 GPU on it. These GPU servers are bare metal worker nodes on their Openshift clusters.

Since they use both small models and bigger one, they apply single MIG strategy on some GPU on the node. For instance they have the following GPU server configuration:

- 4 GPU have a balanced MIG strategy

- 4 full GPUs

As a consequence, the ressource names for MIG enables GPU are nvidia.com/mig-ng.xgb and the client is not able to schedule model on those GPUs.

    One possible solution would be to allow the change nvidia.com/gpu with nvidia.com/mig-ng.xgb when setteing parameters for a model in watsonxaiifm cr. The same way that we can setup a nodeSelector

    Clients are very focused to over optimized their infrastructure. They should have the flexibility to slice their GPU precisely without having to virtualize baremetal servers.
