Watson Studio need to always keep 2 versions of Python - current and -1

Customer is using Cloud Pak for Data Watson Studio, they use Python and Spark runtimes.

In the upgrade from 4.6 to 4.8, they were able to run old and new runtimes.

In an upgrade from 4.8 to 5.1, the users lost access to older Python runtimes.

The customer was aware and expected this, but this is still a painful experience to upgrade.

We understand you cannot keep all runtimes, but the customer would like that current Python and Spark runtimes and -1 Python and Spark runtimes be available.

This gives user more time to upgrade their projects and facilitates the upgrade of CP4D as users are less in a hurry to update all projects.

Because the old runtimes are not available in 5.1, the customer went through over 100 projects to upgrade the runtimes.

Until the customer does this work, many jobs stop functioning.

This would be a more friendly way to using the product.

This also created a sev 1 issue with jobs that were retrying in infinite loop due to a pipeline starting them in infinite loop. TS018772895
