Allow persistent, stable modification of batch job queue size

In WML batch jobs, it is often necessary to adjust how many jobs can be started in parallel. There exists a documented way to adjust this limit (default 2): https://www.ibm.com/docs/en/software-hub/5.3.x?topic=administering-changing-limit-allowed-concurrent-jobs-batch-deployments
This is an insufficient workaround. The config map change is not permanent and rewritten once the operator reconciles again. Thus, the workaround requires that WML be put in an indefinite maintenance, which causes a sorts of other problems with updates and backups. If WML is not in maintenance, a single restart of the wml deployment manager causes the config to be lost.

It should be possible to declare the desired config permanently, at least on the level of the wml-cr custom resource. Even better would be to allow admins in the WML project to adjust this limit per project.
