Link to open a ticket should contain information about the page where it is open from.

When a user reports an issue to IBM, it takes some time to figure out which page is active when the issue is encountered.
The 'Open a ticket' link is a static URL. It could be improved with information relevant to the active window the user is on.

Currently, the link is:

https://www.ibm.com/mysupport/s/topic/0TO50000000IYkUGAW/cloud-private-for-data

It could be:

https://www.ibm.com/mysupport/s/topic/0TO50000000IYkUGAW/cloud-private-for-data?service=watson-studio&window=run-notebook-from-runtimes-page

That is, information about the service used, and where the user is when the issue occurs. Sometimes, there are multiple ways to do the same thing, so the active window might matter.

Other things could be added:

- if the error was just encountered with a runtime, which runtime it was

- the browser used

- the username
